Newspaper Items
Listed by date, grouped by "school year" (because we are mostly interested in his children). "School year" means usually July 1 through June 30, unless we happen to know the actual dates set by the relevant school district, but with the following crucial exceptions: (1) items that pertain to the election of teachers for the next school year will be listed under that school year, even if the date of the item is before the actual start of that school year; (2) items about summer vacation activities will be listed under the school year just ended, even if the date of the item is after July 1. Order of elements in citations: name of newspaper (from the masthead, not the digital archive), date of publication, page, column, any other information that might be helpful in finding the item on the page, such as titles, headlines, section headings, etc. Most of the items are untitled. Most titles and headlines are not useful for anything other than providing some help in finding the item on the page, and that is why I have relegated them to the end of the citation.

- Note: This is the last mention in the newspapers that I have been able to find of Jessie Dungan as a student at any school. The Carson Valley News ceased publication with the issue of June 28, 1878. It started up again in September of 1878 with a smaller format. It went out of business with the July 16, 1880 issue. During this period it did not publish any school reports. It was bought and replaced by the Genoa Weekly Courier, which published its first issue on July 23, 1880. It began publishing reports of the Genoa School in its Oct 8 issue.

- Note: A counter petition was printed in the Aug 8 issue. Letters from both sides were published in subsequent issues. There was controversy over whether the group wanting the teacher ousted actually represented patrons of the districts and/or a majority of students attending the school. The dispute is outside the scope of this research project except insofar as it disrupted the education of the Dungan children.

Miss Anna Dungan, teacher in the primary department, has about twenty bright little urchins under splendid discipline, and they are making good progress in all their studies. They are well posted on general questions in geography and history. Their conduct does honor the teacher.

She had previously taught in the Genoa Public School [she had been ousted at the request of a group of patrons in 1879], then established a private school in Genoa, the Douglas Seminary. The Daily Index congratulated the people of Genoa on the fine choice made by their trustees.

- Summary: In the opinion of the Attorney General the new law is unconstitutional because it provides that one of the trustees is to be elected for a five-year term, but the state constitution prohibits the legislature from creating any office with a term of more than four years. Since that part of the new law is inextricably connected to the rest, the whole law is unconstitutional, and the board elected under it has no authority.
